The Second Annual Conference of The National Center of Health System Reform

The annual conference of the National Center for Health System Reform was held on the third of October 2018 and was titled the health system between planning and implementation.

The conference was honored with the presence of the Prime Minister of the National Accord Government, Mr. Fayez Al-Sarraj, and the Ministers of Health and Education, as well as a group of great doctors and interested figures.

The beginning of the conference started with the speech of the President of the Preparatory Committee, Mr. Yusuf Arhumah, and was followed by the word of President Faiz al-Sarraj, and then by the Minister of Health, Dr. Omar Bashir.

Dr. Samir Saqer, President of the National Center for Health System Development then delivered a lecture on good governance, which included an introduction to the establishment and development of the center, as well as the center’s vision, plans and goals for achieving an effective health system. The lecture also included an explanation of the branches of the health system that included governance, financing and the service branch.

A visual advertisement was also displayed to promote a health service, which was previously announced.

Before the end of the first part of the event, and on behalf of the conference, Dr. Talal Ajaj honored both: Mr. President and Minister of Education Dr. Othman Abdel Jalil, head of the center, Dr. Samir Saqr, and finally Dr. Badraluddin Abu Hajar.

After the break, the conference presentations were resumed, the first of which was the speech of Dr. Talal Ajaj regarding the role of the health financing fund, and then Dr. Badraluddin Abu Hajar’s speech on the role of the partnership between the public and private sectors and the branch of service. Dr. Adel Al-Twaijer also participated in a lecture entitled Organizing Medical Institutions and Dr. Mhammed Sassi in a lecture on Organizing Human Resources for Health, then Dr. Mhamed Khasheba gave his presentation on the regulation of medicines and health equipment.

The conference’s sections were concluded with a panel discussion that included the participants and the attendees. Several inquiries and clarifications were presented in it, which included many points, the most important of which are:

-Clarifying the concept and role of governance and introduce the concept of health management into the health sector.
-Introducing the health insurance system as a financial source for the health sector.
-Emphasizing the importance of participation between health institutions of the public and private sectors.
-The importance of management and control of the pharmaceutical industry.

At the end of this event, the attendees were invited to a lunch banquet at Bab Al Bahr Hotel, which hosted the conference, where the guests continued their discussion on the topics that were presented during the day.

The Second Annual Confrence of The National Center of Health System Reform

0n October 3rd, the second conference of the The National Centre for Health System Reform was held in Tripoli, under the title of Health System Between Planning and Execution.

The conference was pleasured to host the president of the presidential council MrFaiz Al-Sarraj, the minister of health, minister of education and many others interested.

 

The Opening of the event was with verses of Quran, followed by the national anthem.

The starting word was by the presenter of the preparatory committee Mr Yusef Erhouma, followed by the word of the president of The National Accord government.Then the word of  Minister of health Mr Omar Bashir .

The director of the National Centre of Health System Reform Dr Samir Sager then gave his lecture about The Sensible Governance, which included:

  • an introduction about the initiation of the center and its development
  • vision, plans and targets of the center to achieve a complete functioning health system
  • health system sections including governance , finance and service branching

 

A video promoting ESehaty service was also presented after Dr Samir’s lecture wich introduced the idea of electronic health survises.

 

On behalf of the conference and Ending the first part of it, Dr Talal Ajaj  honored Mrfaiz Al-Sarraj , Dr Othman Abduljaliel minister of education , dr Samir Sager Director of the center , Dr Badradeen Abouhajar

 

After a coffee break, the rest of the conference sections were continued with a talk dicussing Health Financing Fund by DrTala Ajaj.

Dr BadradeenAbouhajar then presented his view about the role of public and private sectors in health service .

Followed by Dr badradeen ,Dr Adel Al-Twejer  spoke about The Organization of Health institutions .

Then Dr Imhemmed Sassi took part in the conference with his lecture on organization of health occupations.

Ending the words of the participants, Dr Imhemmed Khsheaba talked about Organization of Drugs and health equipment.

 

The event was ended with a discussion between the speakers and the attendance which included many questions and clarifications, which included :

 

  • The clarification of the role of governance and introducing health management to health service
  • Initiation of the health insurance system as an addition to the financial sources of the health sector , even though the center still needs the support of the health ministry to continue its purpose
  • The importance of cooperation between both public and private health institutions
  • The importance of supervision and inspection over the drug industry

 

The conference ended with a dinner feast in the Bab Albahr hotel where the host continued their discussions over the main points of the event

Third Conference of Medical Education

Tripoli and the Students Union with the participation of NCHSR under the title Medical Education Quality . This conference disused many issues around the criteria of the curriculum and exams of the medical schools around the country, such as :

  • student Acceptance Criteria
  • Medical School Curriculum
  • National Exam
  • International Accreditation

The conference  witnessed the presence of the Head of University of Tripoli dr Nabiel AL-Nattah and the dean of medical collage dr Fatin Bin Rajab and number of other doctors and teaching staff of the medical schools.

Meetings of the Advisory Committee

On the 3rd of December the Advisory committee of NCHSR had it’s periodic meeting to layout the center’s strategy and vision and outline the financial,executive and administrative framework to guarantee ease of communication with all parties and avoid conflicts.

In this meeting , dr Tala Ajaj had also presented his vision on the General Health Insurance Fund plans and objectives.

The decree 418

For the sake of reconsidering some of the health related decisions , the Center and its Advisory Committee organized a workshop on Saturday, 9/9/2017 at the meeting hall in the Medical Supply council building. The workshop was attended by: Director of the National Center for Disease Control / Director of Tripoli Medical Center / President of the Medical Association of Libya and a number of consultants and heads of committees in the Ministry of Health.

The participants reviewed Decree No 418 concerning the health system and medical staff and its financial advantages and disadvantages,and discussed  ways  to raise the level of performance of the medical staff.

The attendees issued the following recommendations:

1- Reconsidering the salaries of medical staff.
2- Reconsider Article (5) Paragraph (H) regarding full-time.
3- Consider adding a section regarding full-time study on private expense and how to support doctors and facilitate full-time procedures.
4-Reconsideration of section No. (18) concerning Vacations (Marriage Leave and Death Leave).
5-It was also agreed to form a committee with the participation of legal and financial experts to adjust the contracts of medical staff.
